The stop solenoid works directly with the injection pump. When diagnosing starting/stopping issues, you should also check the ignition switch, stop relay (if fitted), and the wiring harness.
A failed stop solenoid has two scenarios, both hazardous. Failure in the "closed" position: prevents the engine from starting, which can be critical in an emergency. Failure in the "open" position: prevents the engine from being shut down with the key. This forces a manual engine stop (e.g., via the lever on the pump), which risks contact with moving engine parts.
The 716/30201 (ESOS) is an electromagnet mounted on the injection pump. Depending on the pump type, it works in one of two ways: 1) Energize-to-Run (ETR): it must receive power from the ignition to open the fuel supply and allow the engine to run. 2) Energize-to-Stop (ETS): it only receives power when the key is turned to "stop" to cut the fuel supply.

You can check the resistance between the pins with a multimeter – if it's an open circuit, the coil is burnt out. You can also briefly apply 12V to the pins to see if the plunger "clicks" or moves.
It's very likely. If your machine uses an "Energize-to-Run" (ETR) solenoid, a failure (no voltage or burnt coil) will mean the pump does not get fuel, even though the starter is cranking.
